Making Cocoa Application Scriptable

Hi,
I am a novice in AppleScripting and hence wanted some help as i am unable to solve a Problem.
My Question is How to launch a Preference panel of application A from Application B ..???
After some research i found out that i have to make application A scriptable. So i followed the Apple Scriptable guidelines and even then i am unable to launch the preference panel.
Can anyone help me in this regard?
